This race was very well organized. I achieved a PR of 4 hours in this race because the course was relatively flat with just a few hills, and also because there were not many people running. I ran the last 8 miles all alone with no one in front or behind me that I could see. There were also no spectators until the last 3 miles. The only support we had were the police who did a great job of controlling traffic throughout the entire race.
The only real complaint I have is that the course was not well marked, especially on the last two miles. I got off course on mile 25 (on the IPFW campus), which added about 2 to 3 minutes to my time.
The weather in Indiana is tolerable in late April. It was cool at the beginning of the race, and comfortably warm by mid-morning. The course was very scenic, winding through downtown Fort Wayne and a city park. Generally I would recommend this race to anyone who doesn't like running with a lot of people, can go without spectator support, and wants to accomplish a PR.
