You will likely find that walking at a moderate pace is no problem, and if you keep going long enough you will get your 13.1 in. That said, if the course time limit is 3 hours, you will need to walk at a pace of about 13 3/4 minutes per mile or 4.3 miles per hour. There is a large difference between a comfortable 3 miles an hour and something almost 50% faster.
Walking appears to be more efficient than running at slow speeds - the motions really are different - but many of us find it is easier to run when you get to even quite moderate speeds. That makes it even more depressing when the speedwalkers move by you as the best of them do to middle of the pack runners in marathons. They need both great technique and great endurance. It really is a sport.
If you decide to do the course, treat it seriously and push yourself, but also know that 3 hours is a long time to be out there. You will likely hurt before it is done.
