Almost no one should begin running by training for a marathon. It is a recipe for injury or burnout. If you have been about the scene for any length of time, you will have come across people who decide to run a marathon with little or no background in endurance sports. Very few of them run a second.

Since the typical first time marathoner should be running 15 or 25 miles a week, programs for "beginners", i.e., beginning marathoners, start at that level.
