The following comment is excerpted from a Runner's World article on the subject:

Strollers are not specifically prohibited by our competition rules, nor does USATF's general liability insurance policy does not ban strollers (our policy may exclude coverage for certain claims, it does not "ban" activities). It is important to note that our insurance policy insures the race organizers, officials, and event volunteers (and USATF and our Associations). It does not insure participants. For example, our insurance would not cover a participant or child injured in a stroller accident (unless one of the insured persons was at fault).

Although strollers are not formally banned, USATF does not recommend strollers be allowed in road races due to the significant safety issues they pose to participants (including a child) and bystanders. Moreover, we do not recognize, promote or condone "records" involving them or any other risky activity. It is our opinion that race directors should not award prizes or advertise stroller competition.
