I live in Houston and found that doing long runs very early in the morning, starting around 4:15 - 4:30, worked for me. Figure out 4-5 different 3-4 mile loops and set up a water stop outside your house. You can also try to find a route with water fountains available. I happen to be a "morning person" so this wasn't awful for me.
