Shin Splints

What can be done for shin splints: about 15 minutes into my run shin splints start and get more painful...running on toes helps... at about 23 minutes the pain seems to subside somewhat...I believe I have tried everything...ice, stretching more especially lower legs, quads, hamstrings, and calfs which are much tighter now, due to running more on toes. Any suggestion would be appreciated.
