How much faster is downhill?

How much difference does mostly running downhill make in running a marathon?

Should I try to pace myself 10 seconds a mile faster? 20? I've done five marathons - all starting and finishing at roughly the same elevation. I do some hill work - but thats different than running mostly downhill for an entire race.

I was thinking about perhaps the Vegas Marathon - but I see that the BAA moved the qualifying date to February 1 - does anyone know if that means this years Vegas doesn't qualify for this year (Vegas website says it does). The Tuscan Marathon is even more downhill (2200' descent from start to finish) - but also right around the corner.
