Heart Rate Monitors and Pacing

I recently bought a HRM to help me pace myself accurately in races. I usually don't know how fast I'm going till I hit the first mile clock. I may think I'm pushing my max and then find out I'm 20 sec. or so behind. My question is this: My perceived exertion and my actual HR can sometimes be pretty different. I think I'm pushing to 95% and look at the watch to find I'm only at 85%. Will this change? I've only had it a week. Is there ever a direct corrolative between what you feel and what level you're actually training? I consider myself a recreational runner but I try to do 30-36 miles a week. I've set some goals for myself, including a 2nd marathon this Spring and would like to be very in sync with my body to perceive my effort accurately. Any input is appreciated!
