I sometimes have the same problems when i wear shorter shorts. It aslo drives me crazy. i find that if i wear a tight pair of shorts (kinda like bike shorts) underneath my shorts there isn't so much friction. I also really like under armors cool climate pants. They have then in capri styles or long pants but they are made with this great fabric that keeps you nice and cool. It's like your wearing nothing. ;) They are great. A little pricey but well worth it.
