I'd never heard of JeansMarines, so I went to their website. In their news section, they have admitted that their practice of bussing people to ensure a finish was wrong, they will no longer do it, and they apologized. http://www.jeansmarines.com/news.asp?nid=14
I have to wonder what made them place so much emphasis on finishing, but I also applaud them for being honest about the problem and acknowledging that they were wrong.
They'll encourage people who can't make the cutoff time to enter a half or 10k or 5k and eventually work up to a full marathon. What a concept.
