The real problem is the training!

Yes we should condone the cheating, because it is about completeing the distance, however if the charities cheat this way, how about how they "spend" the money they raise?? I feel that the real core problem with all this, is that most charities send these people out TOTALLY unprepared to be out there in the first place. I have seen some local charity training programs send these people out on Saturday long runs with no coach, no support, so of course when it comes to race day they are totally unprepared.. Then you get someone like the charity in the article who makes everyone else the bad guy for calling them on cheating. I realize all charities are not bad, but I feel the marathons should make it their business to know that the charities have a legitimate training program for the charity runners BEFORE they hit the payment. This would make a great article for Marathon Guide to look into!
