The answer depends on a number of factors. Regardless of these factors, racing on hills is less about pace than it is about tempo and form. The tempo that you use on hills during a race depends on the distance of the race, the length and grade of the hill, and how far into the race the hill(s) are encountered. Hills encountered earlier in a race should be taken at a more conservative tempo. The same holds true with longer or steeper hills, and hills during longer races. What I mean by tempo is the foot-fall and breathing rhythm relative to your flat terrain pace. Also, two final points - try to accelerate somewhat over the top of the hill, and maintain good hill-specific form for both the up and down portions. Good luck.
