Central Park Running Etiquette

My brother in law just started running through NYC's Central Park. He said several runners (running toward him) extend their right arm as they pass him. He is wondering if this is a secret runners code that he is not privy to or if he is doing something pathetically wrong. Can any New Yorkers shed any light on the secret meaning of the extended arm?
