They could just be "waving" hello but don't want to exert too much energy. If he's running around the reservoir clockwise, they might be indicating to him that he is going in the wrong direction (like, unfortunately, about 15% of the people on reservoir path who don't yield right of way to the people who obey the sign and run counterclockwise.)
