With the very limited information you provided it is difficult to respond so I will respond generally. I think that almost anyone can finish in under 3:30 no matter how old or inexperienced if they have the footstike that lets them train without getting injured. What is needed is: a desire to put your body thru a training program of increasing distances, the right type of shoe for your foot(stability, motion control ...) so you can run a lot of miles without getting injured, the discipline to force yourself to run at least every other day, consistant training(no stopping for 2 months straight), some runs at faster than goal race pace(possibly local 5-10K races). Some people have legs that keep getting hurt whenever they do high mileage runs. If you can avoid getting injured and consistantly train for months and years at a time then You will be able to get under 4:00 for certain.
