Okay, this is my personal opinion on your two questions. After making a mess of myself with blue powerade at the OKC marathon I quickly decided it's best to walk. Besides, in glancing over Galloway's training stuff it seems he's a bit of an advocate of walking for short stints during a race and so that's how I rationalized my walking while I drink.
As for your second question, again, this is my personal opinion. Being a bit of a novice myself (one 1/2 and one full marathon) I personally like starting near the back. With races using the chip now you get credit towards a slower start (for the 1/2 I had ~a 5 min discrepancy and for the marathon ~a 2 min). I just have a mental think that I like passing people from the start as opposed to being pushed at passed at the start.
