I use a polar HRM on all my runs and I've found that you really need to work on the contact with your skin to get an accurate reading. I'm constantly wetting the contacts on the strap when I first start running. Readings well into the 190s are not uncommon. FWIW, I don't pay any attention to the HRM readings anymore. I guess I use it out of habit. Rather, I judge my effort by my breathing, pace, and mileage.
I suggest you go by breathing. If you can carry on a normal conversation while running you are o.k.
