if shorter races are "like all out sprints for most runners, beginning to end?". I was trying to answer that question by illustrating what an experienced runner looks to accomplish. I should have stopped to the "most runners" thing - in which case, you have to agree, the answer is entirely different. So here goes:
Steve: ideally a shorter race is run at as fast a tempo as one can muster and an experienced runner will look for a 20 minute 5K. The average runner will not maintain speed throughout and will average a slower pace (generally in the 4.5 to 5 min/k).
