I never bother. I just figure out what my pace should be and take splits on my watch each mile and hold myself as close as possible to my target range.
If I didn't have a watch, then using a paceband to compare to the race clocks on the course would be necessary (I forgot my watch for a half marathon and had neither the pace band nor my own splits, so I spent the time between mile marks computing my pace. That I wouldn't recommend unless you're good at those math games :-)
