I live and run in Atlanta, GA. The "no headphones" rule started at least 10 years ago for saftey reasons. As the races got bigger and bigger, it became apparent that people needed to be aware of their surroundings. Therefore, a ban on headphones developed. It has stuck to this day. . . Hope this helps!
