The basic subjects of the post do relate to the price of a 26.2 in New York City ... the "rat cage" thing is actually part of one of the "You Can Tell If You Are An Urbanite or Suburbanite" jokes .... similar to the "You Can Tell If You Are a Redneck" jokes that comedians like to use. Urbanites and suburbanites do not seem to take the jokes in good humour like the ruralites do. $500,000 a year to somebody to act as CEO of the NYRRC??? ... now, that is a joke not at all humourous when one compares it to the effort required by people in the real world to produce life necessities.
