Being tired and unmotivated is not that unusual. If this was the beginning of the training cycle I would say:vitamins, more sleep, take a day off. As you are three weeks out you should be getting ready to taper or have started the taper already. Lots of people do a three week pater (I usually only do a two week taper as I don't run huge miles and recover easily). Hopefully your training plan has you cutting back your mileage over the next few weeks so your legs are rested for the big day. You should be feeling much better on race morning, so be sure to start at an easy pace for the first 5-10 miles. Good luck. What race are you running?
