Just don't get chilled at the beginning -- I use a green garbage bag, cut out with holes for head and arms. I also use a tyvex paper "painter's hat" or a visor b/c I hate the water getting into my eyes/contacts or glasses, but once you get going, you're totally fine (you need to warm up and stay warm -- you can throw away the garbage bag before the first mile -- just be sure to be warm before it goes).
Cold rain is a different story -- but that's not so cold. Be careful esp in rain to watch your step around aid stations in re 1/2 filled GU shots, etc. -- it can get slick. Also depending on the tarmac, rain can raise the oil to the top of the road, just keep aware.
