I live in Scandinavia. During winter time there´s always snow, but how much it affects my running depends a lot on the condition of the road. When it´s real slippery, it definitely makes a big difference: it slows you down of course, but even more you feel the tension in you legs of (maybe unconsciously) trying to avoid slipping every step of the run. When the roads are in good shape, the snow has only minimal impact, I´d say, even though it´s clear your grip is always better without snow than with... Ran in -10 F yesterday! :)
