IT Band pain in lower leg?

I am training for the Miami marathon and was feeling great until a 21 mile run last weekend, when around mile 14 my IT Band (I think) started hurting. I finished, but the last few miles were painful. This past week I used the roller, iced, stretched, etc. and had no problems on my 5 mile runs. However, I ran 12 miles today, and around 8.5 miles it started hurting again.

There are many reasons it seems to be an IT band injury- pain on the outside of my knee, did a lot more hill training in the last few weeks than I had been, I have problems with tight hips, and I've had some IT band issues before.

However, while the pain is the strongest on the outside of my knee, it radiates down to my foot- not on my thigh like usual IT band pain. So, my question is, is this still likely to be an IT band injury, or is there something else it could be? If so, any ideas?
