I've tried running up hill hard in races and then recooping after. I'm not sure I agree with this strategy. After the "sprint" my legs feel pretty stiff and tired resulting in a slower time. I find that if I lower my intensity a bit (and my pace a good deal) on the up hill and then pick it up at the top and downhill, I fare a lot better.
