If you have high arches, make certain you're wearing a neutral shoe, rather than a stability shoe.
Tight calves can trigger toe cramps, dehydration will do this same.
One other thought: I also wonder if you have sufficient room in the toe box. Marathoners need to wear shoes 1/2 size larger than most runners because feet swell appreciably during 26 miles. You may be curling your toes in response to dwindling space in the toe box, and that would definitely lead to toe cramping.
