Tightness in legs/feet hurt during LR

I have four weeks to go before my marathon in Atlanta and one more long run of 20 miles and need some words of advice if possible.

During my long runs once I get past 12-14 miles, my legs start to stiffen, tightness behind my knee and my feet hurt. Otherwise I am fine. Heart rate is fine, not overly winded but the pain really starts to get to me and makes the run uncomfortable.

One thing to know is I run with custom orthotics in my shoes and they are stiff and unforgiving and wondered if that could be the problem? Is it a matter of being too tight? I run with a camelback with water only so am I just losing too many fluids? I ran a 1/2 marathon 4 weeks ago and alternated water and gatorade at water stations and seemed to hold up much better.
