the key to running in cooler temps is layering...wicking layer next to you skin, and then shirts on top that you can peel off and throw away... unless you really feel you'll need tights I would still go with shorts, one trick I was told about is to rub some vaseline on your bare skin (like legs) which seems to really help keep them warm.

also consider a hat(or earband) & gloves... and a large garbage bag before the race with head hole cut out, you can keep it on for the start of the race, please tie it in a knot when you do take it off and toss WAY out of the running route so no one slips on it...

fo rain, I always wear a baseball cap to keep it out of my eyes and extra body glide (or vaseline) on my toes/feet to keep blisters away...
