Upset with training programs for beginers

While I'm not a beginer per say, I'm running after some time off. I'm running about 3.5 miles a day. What I'm upset with is the training programs for beginers I have seen. If you are a true beginer, who has never run a mile in their life, what are people thinking when they make up these training programs? Cool Runnings says a beginer is someone who is running between 15-25 miles per week. (http://www.coolrunning.com/engine/2/2_4/143.shtml)

A true beginer is not going to be able run 15-25 miles a week. That comes out to 3-5 miles a day on a 5 day running week with two days off for rest. Most beginers can not run 1.5 miles a day let alone the 3-8 that is recomended by Cool Runnings. This is consistant with most beginer training programs I have seen. So how do they expect people who are true beginers to be able to do this?
