Having gone through virtually all the common "runner's injuries" - knee, plantar, shin splints, achilles, heel, back... I would strongly suggest that you get checked out by a podiadist/physio before starting to increase mileage, especially given your history with stress fractures. On the positive side, I was able to solve most of my problems with the purchase of good set of over-the-counter orthotics. But everyone is different, and you really stand a good risk of doing more permanent damage if you don't get things checked out early... heel pain at just 4-6 miles/week of running with the remainder of your training being non-impact says that something is probably not right.
