I live near Houston and I even run in those long sleeve Under Armour type things sometimes. You shouldn't have any trouble getting to 1/2 Marathon Fitness in 16 weeks. My main piece of advice is to make sure you get a good pair of running shoes to start out, so you don't injure yourself. I am using the Higdon Novice program to train for my first marathon in about two months and it has worked well for me so far.
