Charity runners need to understand that the marathon is hard. Hopping a ride forward on the course is not allowed. People need to train enough and be coached properly in order to assure they can finish in the allowed time. All runners in a race compete under the same rules. If charity runners need special rules to finish the race, the organizations need to set up their own events with their own rules. Charity runners are welcome in our races with the understanding that the rules are for everyone. Otherwise it destroys the integrity of the event.
