The Garmin does tend to lose the signal in areas without a great line of site to the sky. I have the most trouble with trees and tall buildings. As long as you have not enabled the function that stops the timer when the unit percieves that your pace has slowed to a pre-set level, it will "catch up." However, it does not always catch up exactly. I have mine set to automatically log my mile times, so typically it only throws off one or two splits, and on a long run it usually evens out for the most part. Regarding the large pace fluctuations that you refer too, I believe that this is affected by sattelite tracking, but your split times will still be correct. You can change the rate at which this number is calculated, by increasing or decreasing the "pace smoothing" settings. I do like mine, but it is not perfect, especially on tree lined trails. However, this winter, it was almost flawless (great line of site.)
