Perhaps both people are right. From your brief discription, it sounding like one person was dicussing people running marathons, while the other was dicussing marathon finishers. If you are very rigid in defining "running" a marathon, then unfortunatly, a large number of the marathon finishers did not run a marathon. They did finish the distance, but because they were walking part of all of the course, they were not considered runners. You would have to look at how the data was obtained before comparing the two articles.
