It has been my experience that the larger the race the better the experience will be. For low time, the most important factors will be if you are in the best possible shape, if the temperature on race day is low, if the course is not extremely hilly, and if you are overly tired on race morning. Trying to find a race that will shave 45 seconds off your time is not worth the money or headaches traveling to this destination. If you choose a small race like Wineglass, runners do battle with the cars as these courses usually are not closed to traffic. Some races close one lane but some don't.
