I think the scenario described with walkers sounds more intentional. Even newbies should realize that walking more than 2 abreast while runners and faster walkers pass with regularity means YOU ARE IN THE WAY AND NOT BEING COURTEOUS TO OTHERS. I don't see why it takes experience to understand courtesy.

With water stops... I try not to follow too closely behind runners ahead of me for that reason. I don't think it's ever safe to assume people will run thru a water stop unless their pace is better than 7:00 - 8:00 minute miles.

So as much as you may have been annoyed with the runner ahead for STOPPING at a water STOP, being behind her and being able to see her means you need to be able to stop without plowing into her as well. Courtesy works both ways in a race.
