getting faster

I've been told on numerous occasions that I have good form, but I am very slow and find myself getting passed on the track by people who run hunched over with shoulders hiked up or who pound the ground.

I'm doing 800 meter repeats at 4:45-5:00 with a 400 meter recovery walk in between. I really can't go any faster. I do speedwork once a week, and my speedwork mileage adds up to about 10% of my total mileage.

What else do I need to do to get faster? Do I need to go to the gym and lift? If so, what kinds of exercises? Do I need to increase my speedwork by adding another session per week or additional quality miles or do different length intervals?

Many thanks from a slowpoke.
