If you've been active, and you're willing to start running now, you could possibly do a sub-3 in a year.
Those 12-week programs assume that you have been running for at least a year and that your weekly totals are currently at 25 mile. But they usually do not assume that you're trying for a sub-3.
You hear about first times doing sub-3 marathoners, but they tend to be active college cross-country athletes.
I did a sub-3 in 1981, two years after my first marathon and in my 5th or 6th marathon. But then I never was a sub-33 10K runner.
