Weight issues?

I know that weight can be a touchy issue, but I was wondering what any of your opinons are about what the best "race weight" would be. I am 5'5 and currently weigh between 123-125 depending on the day. I read somewhere that based on my height, I should weigh about 115 to be at my best race weight. Does weighing less really make a difference in times?
