Feeling weak/whipped during run

Frequently during my training runs and races I become extremely weak like I'm experiencing a sugar low or total lack of energy/strength. This occurs at about 20 - 30 minutes into the run. I've been trying to see what helps or what hurts but can't seem to figure it out. I tried Power Gel packets and other stuff but it didn't prevent the weakness all the time. I wish I knew why sometimes I get the feeling and sometimes I don't. It's got to have something to do with nutrition?...right?
