There are lots of reasons to run the half at the pace at which you plan to run your full marathon. One is to assure yourself that you are at the right level of fitness. That probably means running it about 12 weeks into your plan. You don't want it to feel like you have raced the half or your training for the following couple of weeks will be compromised.
Racing in a crowd feels different than running by yourself or a small group. It is useful to have to impose discipline on yourself to follow the target pace. Practice is needed.
Essentially what you are planning is to substitute an organized half marathon for a marathon-pace medium long run in your plan. Lots of programs call for those.
