OK. Based on those results, I'd say your legs are just not fast enough right now to take a legitimate shot at a sub-3:30 marathon. (although you're doing well with what you have)
A remedy that most aspiring marathoners tend to overlook: you'll need to focus in the short term on 5Ks and 10Ks. Develop short-race speed first, then return to marathon specific training. Your target times ought to be:
Half Marathon = 1:37:43 10K = 44:19 5K = 21:16
