Higher mileage is only part of the answer. To become faster one has to work on it - mostly with speed routines. But in order to do that efficiently, you need a good base first - hence the need to have done long distances...
If winter running is a problem, try cross country skiing ('classic' style - the skate method is better suited for cyclists, although you may want to add the skate technique occasionally in your routines as it is a tremendous cardio workout). Even in winter I like to do interval workouts twice a week on the 200 meter track (just make sure you've kept the base) followed by weight training.
