Assuming that you marathon is on 10/15-16, here is what I would do.
Run 21 the weekend of 9/24 with total mileage around 42-45.
Run 15 the weekend of 10/1 with total weekly mileage around 28.
Run 8-10 the weekend before the race and do a couple of 3 milers between the weekend and the race.
I prefer a three week taper. If you have only run over 13 miles three times in your life I would be very cautious about trying to run 19+ four weekends in a row. I can't say that I've ever known anyone who has trained for a marathon with this few 15+ mile runs.
If you've been doing weekly mileage in the mid 20's with four mile runs you have to have been running 6-7 days a week. If this is really the case you have a pretty good mileage base. My guess is that your last few miles might not be too pretty with the shorter mileage build up you have had.
I would also urge you not to worry too much about your time. Enjoy the experience. Pay very close attention to your hydration and nutrition also. Good luck and please let us know how it goes.
