I suspect that it is just a matter of looking for a group which works since if the city can turn out a marathon that well, there clearly are enthusiastic runners there. Besides, the lakes you can run beside are hugely refreshing.
As a Canadian, I am somewhat partial to the Running Room but almost all the specialty running stores also sponsor group runs. If you don't have another logical contact, start with that. It is typically the long runs - getting out for 18 to 20 miles - where company is most valuable, although it also helps at the track. Shorter runs, anything up to an hour, are relatively easier to do by yourself.
I tend to distinguish between situations in which it's worth my seeking out company and those where there added coordination effort is more cost than the benefit is worth. Of course, if you fall in with a group with whom you develop friends, the benefits increase and with routine, coordination costs aren't that great.
