I agree, 3 weeks out is a bit too close to go all out in a half-marathon. If it was 4 weeks that would be a different story. Good idea to run it at goal marathon pace, or perhaps even add 5-7 miles to it if you need to get in another long run of 18-20 and finish the last 6-8 miles of that run at goal marathon pace. Remember, your goal race is the marathon.
