when you taper (most people do three weeks of fewer miles, I only do 2 weeks)you will find that your legs will be recouperated from all the training and you WILL be able to do 26.2, not that it will be easy (one of my favorite quotes is "if it was easy they would call it____" and you put in another sport)...
as for you time goal, many things come into play: 1. did you run enough miles, train for enough weeks, are you 'fit' enough 2. will the weather be good, or too hot, too cold, too humid, etc. 3. do you fuel & hydrate correctly on the day & the days before 4. do the crowds (or scenery or other runners) keep you so entertained that you have a great day...
the thing to do is DO it, then analyze how it went and WHY, then, after a week or so, plan you next one! for lots of runners the training is like school and the race is like graduation day... you get you picture taken for 'crossing the stage' but the real joy is during the time you put in the work...
after 27 marathons, some of my 20s are easy and some just seem to beat me up for no reason...mostly I find that I can figure out I should have slept a bit more, hydrated better or something other 'small' thing that gets blown out of proportion after so many miles...
