is the pain on the outside of the leg, or inside? Does it go away after a warm-up or does it intensify? Is it possible to run very slowly without any pain? If you have shinsplints, you need to first heal and then try strengthening the affected muscles. If you have compartment syndrome, you are going to have to adapt to running slower and backing off when you feel any tightness (before it hurts)—it will probably be worse in cold weather. There are a variety of possibilities when it comes to pain in the front of your lower leg, I'd get more than one professional opinion.
