I ran a marathon two weeks ago in 3:27 with a 2 second negative split and the second half was much more hilly than the first. I signed up late for it, so I jettisoned any time goals and used a 12 week training plan. I probably topped off at around 45 mpw. But most weeks was probably in the upper 30 mpw.
Honestly, even your question has prompted me to reassess and absorb the fact that I didn't really train hard for my last mary and should work harder (but still smart) to get better results.
